A WTO dispute panel report circulated April 18, 2019 found China failed to administer its tariff rate quotas for corn, rice and wheat in a way that ensures each quota can be filled. The panel recommended China bring its measures into conformity.
The ruling supports fuller access for U.S. corn, rice and wheat into China's quotas, but its effect on trade flows is slow and uncertain while the broader trade dispute continues.
