India plans to seek a permanent solution on public food stockholding at the WTO's 12th ministerial conference starting November 30, alongside domestic support talks. Indian officials called the draft agriculture text from a WTO panel 'completely imbalanced' and said food subsidy programmes could breach WTO caps.
A permanent public stockholding fix would let India keep buying rice and wheat for food programmes and sustain export capacity. Failure to reach a deal leaves trade-distorting subsidy limits as a continuing risk for Indian rice and wheat exports.
