Reuters reported that Ukraine and Russia negotiated for two months via Turkey and agreed a draft text on Black Sea shipping safety in March 2024, but Kyiv pulled out at the last minute. The draft would have provided security guarantees to merchant ships carrying non-military cargo.
A renewed Black Sea shipping deal would lower war-risk premiums and freight costs and add supply security, while the failed talks keep the risk of disruption to grain and oilseed flows alive.
