A commissioned report says changing EU animal-feed rules to allow phosphorus recovered from sewage-sludge ash could unlock more than €9.3 billion in circular-phosphorus investment across the EU, Norway, and the UK. Sweden has asked the European Commission to seek a new EFSA risk assessment, a required step before the legislation could be revised; the report also notes elevated EU imports of Russian phosphate rock.
If approved, recycled phosphorus could expand regional feed-grade supply and reduce reliance on imported phosphate inputs over time, potentially putting downward pressure on prices. The proposal is still at an early regulatory stage, so near-term market effects are limited.
