Artisanal fishermen from Ilo and Morro Sama marched on November 4 as part of a national day of protest against Law 31749 and the permit adjustment process run by the Production Ministry. They say reclassifying their purse-seine boats would force them to fish beyond the first three nautical miles.
If the reclassification keeps small purse-seiners out of their inshore zones, catch volumes and anchoveta landings could fall, adding upward pressure on fishmeal prices.
