The OECD's Agricultural Policy Monitoring and Evaluation 2026 report urges India to limit ad hoc export restrictions on sugar, rice, wheat and onions and to extend its Agricultural Export Policy framework. It notes India restricted sugar exports during 2023-25 and that its producers faced an average negative producer support estimate of 9.2% of gross receipts in that period.
Ad hoc export curbs make Indian sugar and grain supply less predictable for world buyers, which can add volatility to global prices. A shift toward more predictable trade rules would make Indian export availability easier to plan around.
