USD/ZAR traded near 16.61 on the evening of November 3, 2026, after Washington announced plans to withdraw South Africa from the African Growth and Opportunity Act (AGOA) effective January 1, 2027. The US Trade Representative said President Trump notified Congress and the governments of South Africa and Rwanda on November 2, starting a 60-day notice period.
Only about 10% of South African exports to the US used AGOA preferences in 2025.
Loss of AGOA duty preferences exposes South African agricultural exporters, such as citrus and other farm products, to concentrated tariff risk, though the rand reaction has been limited. For feed buyers, the effect on grain and oilseed flows is marginal since the change is not yet in force.
