The US Department of Commerce upheld its preliminary recommendation to keep countervailing duties on Moroccan phosphate imports, finding a 20.04% subsidy to state-owned OCP. Commerce is recommending the ITC impose a 20.04% import duty, even though President Trump temporarily suspended the levies in June for eight months.
Keeping duties on Moroccan phosphate supports US domestic producers and keeps import costs for phosphate fertilizer higher, which feeds into DAP and TSP prices already tight from Gulf supply disruptions. The final ITC decision is not due until May 2027, so near-term price effect is limited.
After 151 past bullish policy events, DAP moved a median +0.0% over 5 sessions (50% higher; middle half -0.6% to +0.9%), and +1.9% over 20.
