Agricultural policy consultant Tom Sell said Congress may finish unfinished farm bill titles during the lame-duck session after the November election. He noted that the House passed legislation with bipartisan support and the Senate Agriculture Committee has advanced its own bill.
Many titles still operate under temporary extensions and need full reauthorization.
Completing the farm bill would give producers and rural businesses more certainty on conservation and research programs, but it has little immediate effect on feed grain or oilseed prices. Markets are likely to react only if the final package changes trade or biofuel provisions.
