The US Department of Commerce decided to continue the countervailing duty order on phosphate fertilizers from Morocco, rather than revoke it. Commerce set the net countervailable subsidy rate at 20.04 percent ad valorem for OCP S.A. and other Moroccan producers, effective November 3, 2026.
Keeping a 20.04% duty on Moroccan phosphate limits import competition into the US, which supports domestic phosphate prices and tightens supply of DAP for US buyers. The effect is contained to one exporting country, so the impact on the broader market is modest.
