Several Peruvian congressional caucuses have proposed a bill to add article 27-A to the Protected Natural Areas Law 26834. It would expressly prohibit large-scale industrial fishing in marine and continental protected areas, and apply the ban to permits granted before an area was created.
Artisanal, small-scale, subsistence and scientific activities would remain allowed.
If enacted, the ban would restrict anchoveta fishing rights in protected zones such as Paracas, tightening already constrained Peruvian fishmeal supply and supporting prices. The bill is only a proposal, so the near-term price effect is limited.
