Ukraine has built 10 oilseed-processing plants since the full-scale war began in 2022, according to UkrOliyaProm director Stepan Kapshuk, speaking at a fat and oil industry conference. Existing plants processed 14 million tonnes of sunflower seed in 2025, running at 68% of capacity.
Rail and logistics bottlenecks are leaving oilseed meal piling up at plants, and stored meal can mold, which tightens sunflower meal availability and pressures export flows. Pilot priority for oil and fuel shipments is a logistics measure rather than a new supply shock.
