The fiscal year 2017 omnibus appropriations bill excluded a cottonseed policy that the cotton industry had pushed for. The National Cotton Council called the omission extremely disappointing.
The industry says the policy was budget neutral and bipartisan.
Without the policy, cotton producers lack a near-term income support, which could affect planting and cottonseed supply decisions. The direct effect on feed prices is small.
