The Senate Appropriations Committee's FY2018 agriculture bill includes a provision making cottonseed eligible for oilseed PLC payments under the 2014 farm bill, and the House bill has similar language. The National Cotton Council had pushed for this designation since fall 2015.
The final measure will be considered by Congress later this year.
Making cottonseed an eligible oilseed could raise cotton-sector support and affect cottonseed crush and meal output over time. Because the provision is not yet law, its price effect remains small.
