A budget agreement reached in early February includes language making cottonseed an eligible Title I program commodity starting with the 2018 crop year. The change follows years of unsuccessful attempts to revise the 2014 Farm Bill, which had removed upland cotton from ARC and PLC benefits after a WTO ruling.
Making cottonseed eligible for Title I support should encourage continued US cotton and cottonseed production, adding supply over time in a market where cottonseed meal is a feed input.
