The Federal Register published the USDA final rule on conditions for payment of highly pathogenic avian influenza indemnity claims in its 15 August 2018 issue. The rule adopts with changes an earlier interim rule, setting a formula to split indemnity between poultry and egg owners and their contract raisers based on the production cycle completed.
The rule clarifies compensation for contract growers after HPAI culls, which affects how quickly flocks are restocked and how much poultry supply recovers. The direct effect on feed grain prices is small.
