Heavy rain flooded the Upper Mississippi from St. Paul to St. Louis, and the Corps of Engineers closed locks from Lock 16 near Davenport, Iowa down to Lock 24 below Hannibal, Missouri. Lock 20 may be damaged and may not reopen until October 24 or 25, and barge traffic at St. Louis is limited to daylight hours.
Closed locks stall barge movements of grain out of the Upper Mississippi, which tightens barge capacity and raises freight costs. Delayed shipments can widen Gulf basis and lift prices for buyers in the affected region.
