EPA published the final Renewable Fuel Standard volumes for 2019 on November 30, 2018, raising requirements for cellulosic biofuel, advanced biofuel and total renewable fuel. The volumes remain well below the statutory levels Congress set in the 2007 EISA law, which expected 8.5 billion gallons of cellulosic ethanol.
Biofuel blending mandates set demand for corn-based ethanol, soybean oil and other feedstocks, so the final volumes shape feedstock demand and oilseed and corn prices. Waiver provisions that allow EPA to reduce volumes add downside risk to that demand.
