USDA announced a second-year Market Facilitation Program tariff aid plan that pays one rate per county across all covered commodities. Payments will be based on 2019 planted acres, which cannot exceed 2018 plantings.
USDA did not release the actual payment rates.
A single flat payment rate is designed not to shift planting toward specific crops, so it should have little direct effect on feed grain or oilseed prices.
