Mexico's peso firmed 1.7% to 19.93 per dollar after congressional sources said debate on a contested central bank bill had been pushed to February. Critics say the bill would force Banxico to absorb money from drug gangs, and Moody's called it credit negative.
Pemex also said it would cover 95.6 billion pesos in short-term liabilities.
A delay removes near-term policy risk for the peso, which pressures USD/MXN lower. For feed buyers, a firmer peso slightly lowers the local-currency cost of US corn and soymeal imports into Mexico.
