Canada succeeded in its second attempt to set up a WTO dispute panel over China's restrictions on canola seed imports, after China failed to block the move at a 26 July Dispute Settlement Body meeting. China suspended canola seed imports from Richardson and Viterra in 2019 and tightened inspections on other Canadian shipments.
The Canola Council said bilateral talks had not resolved the dispute.
A formal WTO panel prolongs uncertainty over Canada's largest canola export market, which is already tight on a short crop. Continued restrictions reduce China's access to Canadian seed and support prices for canola and meal in other origins.
