A USDA Foreign Agricultural Service report says Mexico published a modified 2023 corn decree on February 13, effective the next day. The decree repeals the 2020 GE corn decree and shifts toward gradually replacing biotech corn used for human consumption and animal feed.
The decree keeps a phased path to restricting biotech corn in feed, which leaves a lasting risk to US yellow corn exports to Mexico and a modest bearish overhang on corn prices.
After 310 past bearish policy events, Corn moved a median +0.3% over 5 sessions (54% higher; middle half -1.4% to +1.9%), and +0.6% over 20.
