From November 1, Vietnam cut the special consumption tax on gasoline to 0%, lowering E5 RON 92 by 1,800 VND per litre to 24,220 VND. The average retail electricity price was also cut 2% to 2,159.9 VND per kWh, the first such cut in about 20 years outside pandemic relief.
