The European Commission proposed amendments to the EU Deforestation Regulation that would ease obligations for smallholders while keeping the original 2025 application date. The law requires sellers of beef, cocoa, coffee, palm oil, soy and wood into the EU to prove their products are deforestation-free.
The proposal still needs approval from member states and the European Parliament.
Keeping the timeline but easing paperwork for small operators reduces uncertainty for EU soy and palm oil buyers, so near-term import flows should be steadier than under a delay. The price impact is limited because compliance costs and premiums for certified supply remain.
