US Army Corps of Engineers officials told a Senate committee the agency is applying lessons from last fall's low Mississippi River levels to limit impacts of future droughts. Last year's low water closed locks, snarled barge traffic and sent freight rates sharply higher during peak harvest.
Upper river levels had stayed above flood stage through late April.
Preparedness measures could reduce the risk of future freight spikes and disrupted grain flows during low-water periods, which would ease pressure on basis and barge rates.
