The NGFA declared the Mid-Mississippi River open for navigation at 7 a.m. on March 19, 2026, after the MV John R. Operle reached Dubuque with an empty covered barge suitable for loading.
The opening was set under NGFA Barge Freight Trading Rule 18(J).
The formal opening restores barge freight trading and grain movement on the Mid-Mississippi, which tends to lower barge freight rates and ease river-linked basis pressure.
