The Congressional Budget Office estimates that a mandatory update of crop base acreage would save about $470 million over 10 years. Eliminating the 17 million acres of generic base could save about $2.4 billion, but cotton growers have proposed reallocating that base to cottonseed eligibility under PLC.
Base acreage determines commodity program payments, so changes affect farm income support rather than direct supply or demand. Any resulting funding shifts are unlikely to move futures prices materially.
