EPA's proposed 2019 RVO includes an advanced biofuel target about 600 million gallons above 2018, with conventional held at 15 billion gallons. The proposal does not reallocate gallons lost to refinery waivers, and initial industry reaction was mixed.
Unreallocated waiver losses of about 1.6 billion gallons reduce expected biofuel demand, so the headline volume increases may not translate into firm feedstock price support.
