The National Biodiesel Board urged EPA to raise biomass-based diesel volumes and fully account for small refinery hardship exemptions. A group of 39 senators had sent a letter to EPA backing these goals.

A higher final biomass-based diesel volume would increase demand for soybean oil, while larger exemptions would reduce it. The final rule's treatment of exemptions is therefore a key price driver for soybean oil.
