USDA outlined in August how it would spend the first $6.1 billion of a $12 billion trade-war aid package for farmers, including cash payments for grains, oilseeds, cotton, dairy and hogs. Payouts ranged from $1 to $38,298, with an average of $147, and USDA did not say how many corn farmers had applied.
Small average payments indicate limited financial relief for corn and other row-crop growers, which can keep farmers holding or selling grain at different rates than planned. Aid does not change export demand, so the price effect is minor.
