An ERS analysis shows USDA commodity-income support has varied more since 2015 because of the shift to conditional ARC and PLC programs and lower prices from 2012 peaks. Combined support for corn, soybeans and wheat fell from $6.6 billion in 2016 to $1.8 billion in 2018.
Support payments that vary with prices change how much farmers rely on income support versus market revenue, which can influence planting decisions. The effect on feed grain prices is limited.
