The American Rescue Plan Act, signed March 11, 2021, set aside about $10.4 billion for agriculture and nutrition, including up to 120 percent of eligible FSA loan balances for socially disadvantaged farmers. USDA estimates the debt relief program will cost about $4 billion.
Later court injunctions halted the program.
Debt relief changes farm finances at the margin but has little direct effect on feed grain or protein supply and demand.
