France, using its EU presidency, is pushing the anti-deforestation proposal, which would require geographic coordinates for goods and classify countries by risk. The proposal must still be approved by the bloc's 27 member states, and activists say it does not protect indigenous people.
Designating high-risk origins would subject exports such as palm oil, soy and cocoa to stricter checks, which could slow flows and support prices of compliant supplies.
