A bill introduced in Congress would create emergency waivers for countervailing and anti-dumping duties on fertilizers, sponsored by Senator Roger Marshall and Representative Tracey Mann. It follows ITC duties on phosphate imports and a pending petition on urea ammonium nitrate.
If passed, waivers could ease fertilizer supply constraints and lower input costs, while the current tariffs keep phosphate and nitrogen prices elevated.
