A CRS primer explains the US federal farm safety net, which includes crop insurance, standing disaster programs, and commodity support such as ARC and PLC authorized through the 2023 crop year under the 2018 farm bill. It describes how payments are triggered automatically by production, weather, or market conditions.
Safety-net payments cushion farm income and can influence planting and marketing decisions, but this explainer describes existing programs and does not itself change supply or prices.
