A group of farmer-funded soybean and corn organizations offered $1 million to fund pre-engineering and design for Upper Mississippi Lock and Dam 25 in Winfield, Missouri. The offer followed Congress passing an infrastructure bill with $17.1 billion for ports and waterways.
Lock 25 has a single 600-foot chamber, which forces tows to be broken up and reformed, causing delays.
