The Iowa Soybean Association says EPA may miss the January 31, 2026 statutory deadline for finalizing the RVO rule. A miss would push the compliance date to June 1.
The group also flagged small refinery exemptions, RIN demand, and 45Z methodology as unresolved issues.
Regulatory delay creates uncertainty that weighs on soybean oil and RIN demand, pressuring soybean prices. A finalized rule on schedule would support prices.
