Ukraine's Cabinet approved a new procedure for minimum allowable export prices on grains and oilseeds, applying a 0.714 coefficient from August 2026. The change responds to Russian attacks on port infrastructure and a blockade of maritime transport that raised transport costs.
Domestic prices fell 5 to 17% and daily export shipments dropped to 48,000 tons.
The export price floor reduces the ability to close export contracts, which constrains Ukrainian supply to world markets and shifts price pressure toward domestic buyers.
