The Philippine Department of Agriculture said the proposed RICE Act, which would restore NFA powers to buy palay and sell rice directly, is designed to lift low farmgate prices. Analysts said its effect depends on how much palay the government buys and on tariff changes.
If passed, expanded NFA buying would add domestic demand for palay and could reduce imports, which is supportive for Asian rice prices if the bill advances.
