The EIA reported that the week ended August 28, 2017 saw retail diesel rise 0.9 cents to $2.605 a gallon and gasoline rise 3.9 cents. The data covered the days before Harvey's landfall and the stormy weekend that followed.
Retail fuel costs feed into transport and operating expenses for feed buyers. The EIA notes that retail prices may lag the refinery disruption, so further diesel increases are likely.
