The National Biodiesel Board criticized the EPA's final 2019 RFS and 2020 biomass-based diesel volumes, which it said were set below the output the agency acknowledges is being produced. The board argued that small refinery exemptions and hardship waivers will continue to reduce biodiesel demand.
