The EPA granted 31 of 38 Small Refinery Exemption applications for the 2018 compliance year, adding to earlier waivers. The American Soybean Association said the exemptions undercut the Renewable Fuel Standard and reduce biodiesel demand.
Exemptions cut the gallons refiners must blend, which lowers demand for soybean oil used in biodiesel and weighs on soybean prices. Growers see this as another loss of demand on top of trade disruption.
