The Commission's explanatory memorandum for a draft delegated act amends the EUDR's Annex I list of relevant commodities and products. The draft explains the legal basis for changing the product scope under Article 34 of the regulation.
Changes to the covered product list alter which palm oil derivatives and other commodity-linked products need due diligence in the EU. This could shift demand for certified palm oil, although the draft is not yet binding.
