University of Illinois and Ohio State economists analyze the Market Facilitation Program, estimating average 2018 payments in Illinois at $53 per acre for soybeans, $1 per acre for corn and $5 per acre for wheat. Federal spending on the program is estimated at $4.6 billion, with payments based on per-bushel rates on 2018 production.
Per-acre payments are large for soybeans but small for corn, which tilts the support toward soybean income and leaves corn exposed to weaker prices if export demand does not recover.
