Wisconsin has lost dairy farms steadily, falling from over 16,000 in 2003 to under 6,000 today, according to a USDA report. The National Milk Producers Federation has proposed five changes to federal milk marketing orders and asked USDA for a formal hearing.
Structural herd losses reduce long-run milk supply, but the proposed pricing reforms are not yet approved and have no immediate effect on prices.
