The National Biodiesel Board asked EPA Acting Administrator Andrew Wheeler to account for small refinery exemptions in RFS rules. The group also requested 2020 biomass-based diesel volumes of 2.8 billion gallons and cited more than 300 million gallons of lost demand from 2015 to 2017.
