Notification No. 33/2025-26 of the DGFT adds a policy condition requiring non-basmati rice exporters to register all contracts with APEDA before shipment. Exports remain classified as free, but physical movement is allowed only after registration is completed.
Contract registration before shipping slows the flow of non-basmati rice to buyers, which tends to support export prices. The condition does not ban trade, so the effect is moderate.
