Regulation (EU) 2025/2650 postpones application of the EU Deforestation Regulation (EUDR) to 30 December 2026 for large operators, and to 30 June 2027 for micro and small enterprises and natural persons. It also redefines 'operator' and creates a new 'downstream operator' category with reduced obligations.
The delay pushes back compliance costs and due diligence requirements for soy and palm oil imports into the EU, easing near-term pressure on exporters and supply chains. Prices are unlikely to move much on this alone, but longer-term demand for certified deforestation-free supply stays in place.
