Some Indonesian palm oil refiners have stopped buying fresh fruit bunches from smallholders while awaiting clarity on the new export framework. Large refiners are also avoiding spot purchases.
State-linked tenders, which benchmark domestic crude palm oil prices, have stalled since the announcement as buyers cut spot bids.
