A legal analysis of the Commission's delegated regulation on EUDR scope highlights the addition of soluble coffee and oil palm-based substances and intermediates. It also covers new clarifications on packaging, labels, samples and used products.
The regulation was adopted on 13 July 2026 but is not yet applicable law.
The scope changes are mainly relevant to food manufacturers and do not materially shift feed supply or demand. Palm-derived product compliance costs are the main price-relevant element.
